Description of problem:


Our satellite serves oracle linux content to some hosts.  Importing the channels and testing them manually works.  However, when using an activation key (non-auto attach), this content does not show up on the host in either subscription-manager repos --list or in the web UI.

How reproducible:

Everytime

Steps to Reproduce:
1. Create composite content view
2. Create activation key with the composite view and 'auto-attach' disabled
3. Run the subscription-manager with the activation-key
4. Check the webui for the host or run subscription-manager repos --list and see the 3rd party repo is not attached.

Actual results:

'All' or 3rd party repo is not attached.

Expected results:

Expect that all subscriptions get attached as noted in the docs:

"Finally, when ‘Auto-Attach’ is disabled, all subscriptions on the activation key will attached to the registering content host, regardless of whether needed to cover an installed product or not. For example, adding an OpenStack Platform subscription would then allow that product to be installed after registration"

Engineering has been unable to reproduce this.  It sounds like a reproducer was made internally on 6.1.9, is it possible to get access to that reproducer or have a new one created?
