Section Number and Name: 5.3.3.1. Adding a Service Dialog

Describe the issue: Step 5 "Click Add" displays the error "Dialog must have at least one Element"

Suggestions for improvement: I believe removing steps 5, 6, and 7 will be sufficient for the user to create a Service Dialog

Additional information: I noticed this error for CloudForms 4.0 too.
