Description of problem:
I have Lonevo x240 in dock with two external monitors which do not want to switch off, in gnome-shell it works.

If I use xset dpms force off, it works but after some time (a minute or earlier) it became on again.

It appears that it started to work. I don't know which particular component is responsible for this as mate-power-manager has not been updated. Can you advise me the component so I can confirm it?

Not sure, maybe systemd, upower or the kernel.
