Description of problem:

Undercloud installation fails when using latest puddle release

How reproducible: 100%

Steps to Reproduce:
1. Deploy undercloud using the latest puddle for OSP 10

Please read puddle notes.  RHEL 7.3 is required.  Once you switch to 7.3, you will not see this anymore
