Description of problem:
Today, all elements on a service dialog are presented visually to the end user. We need to be able to hide/show elements on the service dialog.

How reproducible:
Always

Steps to Reproduce:
1. Create a new Service Dialog
2. Add an element


Actual results:
There is no option to show/hide the element on the dialog

Expected results:
There should be an option to show/hide the element on the dialog

This seems to be implemented in CF4.2 Beta.

Dialog field visibility added in PR https://github.com/ManageIQ/manageiq/pull/9523.  Will be available in version 5.7.
