Hi. The issue is fixed & solved !!

After frequent updates of system (including kernal) the issue become much worse ! At fresh installation of Fedora 24, I was, at least, able to send files to external device. But after frequent updating system I became enable neither to send or receive files !!

So, I decided to open thread in Fedora forum & finally I fix bug by only 2 steps:

1) sudo dnf install openobex

then

2) sudo dnf install bluez-obex

& that is all ! I'm now have fully working bluetooth & able to BOTH receiving & sending files.

Look to this link please:
http://www.forums.fedoraforum.org/showthread.php?t=311643

The question is now: why & why these 2 package not included by default in Fedora image ?? Is it wise to include them in Fedora image by default ?

Best.

bluez-obexd, not bluez-obex. Those are dragged in by gnome-bluetooth in GNOME. If you don't use GNOME, then not sure why you'd file a bug against gnome-bluetooth though.
