Description of problem:

It is not possible to create a repository as a non-admin user in the UI.

Giving the user the following perms should be enough:

access_settings
view_products
edit_products
create_products
view_gpg_keys

However when trying to create a repo in the UI, the following request is made:

/api/v2/settings?search=name+%3D+default_download_policy

This seems to throw an auth error presumably because of:

Steps to Reproduce:
1. Try to create a repository as a non-admin user Via the UI
2.  Does not work, 'You are not authrozied to perform this action' is shown on the screen

Additional info:

I also seemed to get an error with a request for this:

/katello/api/v2/repositories/repository_types?creatable=true&organization_id=1

as a non-admin user, may be a 2nd issue.
