rpm SPEC for pywbem 0.9.0
Add `python3-rpm-macros` build requirement.

Thank you. Gris, it would be better if you were Fedora co-maintainer so you can break and fix it by yourself. I gave you full access to the package, as me and miminar are working on different projects now and we're watching for critical bugs only.
