Description of problem:
The SCVMM power functions are not available in the 5.7.0.1 build.

Version-Release number of selected component (if applicable):
5.7.0.1.20160913164703_66caf07

How reproducible:
Always

Steps to Reproduce:
1. Create and Power On an SCVMM VM
2. Navigate to https://10.16.6.92/vm_infra/explorer
3. Select the VM and attempt to Power Off or Suspend from Power Menu

Actual results:
They are both disabled.

Expected results:
562 and before has them enabled.

Additional info:
Power On is disable if it is Off already.

It's not only for SCVMM, any VM for any provider has disabled Power management.

this affects all infrastructure providers. Cloud providers are fine. waiting for new build
