Description of problem:
I stopped the evmserved process on all my appliances, rebooted the db owning appliance, but that process will not start. I manually reset the is_master flags in the VMDB¹, and this resolved the issue.

Steps to Reproduce:
0. on all appliances:
  # systemctl stop evmserverd
1. reboot the db owning appliance
2. wait 5+ minutes for webserver to start up

Actual results:
the evmserverd process is running, but puma never starts, and most of the workers do not either

Expected results:
normal appliance start

2] logs have reviewed and are pending attachment, but showed nothing problematic
