Description of problem:
qpidd max-connections setting is over written during the upgrade
- This might lead to upgrade aborts
- max-connections settings have to be re applied

Version-Release number of selected component (if applicable):
Satellite 6.9 to 6.2 upgrade

How reproducible:
- upgrade failure happened at the customer environment with over 500 clients
- max-connections not preserved any upgrade

Wrong one, this one needs to stay open.  This is the qpid bug that needs work upstream.

Moving this bug to POST for triage into Satellite 6 since the upstream issue http://projects.theforeman.org/issues/18408 has been resolved.
