While we are shipping shotwell-0.14.1 in RHEL 7.3, there have been a few upstream releases with loads of bug-fixes that we can benefit from - too many to list, really. It has also been ported to WebKit2 (ie. webkitgtk4). Since WebKit1 (ie. webkitgtk3) doesn't receive any security fixes, and is being dropped from Fedora [1], it seems like a nice time to do this rebase.

This should be relatively low risk because shotwell-0.23.7 is present in Fedora >= 23.
