Description of problem:
In the past, when a 500 is generated in QA or DEV, an email with the
traceback is sent to rhn-dept-list.

That doesn't seem to be happening anymore.

For example, the 500's in this bug (an error in deleting systems)
aren't being emailed out.

nothing in the traceback code has changed on the web side, and that
wouldn't account for not getting xml tracebacks.

possibly an env issue.  over to cmacleod.
