Description of problem:
Location tab is displayed for some of the resource filters in role on which location cannot be applied.
This makes some ugly behavior in UI while creating non applicable filters.
The behavior is described in steps.

How reproducible:
Always

Steps to Reproduce:
1. Select a role filter to which location can not be associated(e.g Activation Key)
2. Add permissions to filter.
3. Select override check.

Actual results:
1. Location tab appears to select locations for filter.
2. After selecting location & lorg and submitting the filter to create, location tab disappears and only organization tab appears with no orgs selected before doing submit.

Expected results:
1. Location tab should not be displayed for such and all non applicable filters.
2. On Submit, selection for orgs in Organization should be saved and shouldn't be cleared.
