Changing the bug to the proper component. It seems that this document was simply moved from 8 to 9. It's completely missing in OSP 8 documentation now, and the document in OSP 9 explains an upgrade from 7 to 8. See attached screenshots. and the rhos-10 docs make the same mistake: https://access.redhat.com/documentation/en/red-hat-openstack-platform/10/paged/upgrading-red-hat-openstack-platform/ says it's for upgrading 8->9 (although the contents look like they've been updated).
