I would have opened this against python-custodia, but it isn't in the component list, so I opened it against python-repoze-who-plugins-sa.

Custodia no longer packages and ships tests in python-custodia RPM. python-repoze-who-plugins-sa shouldn't do either.

You're right, they co-exist peacefully now.  Thanks.  I'll close the ticket.

According to https://fedora.pkgs.org/26/fedora-i386/python-repoze-what-plugins-sql-1.0.1-12.fc26.noarch.rpm.html the package no longer ships test files, too.
