Description of problem:

The group list on the edit bugs page is unsightly and hard to use. It should be a selectized multi-select with opt groups with the internal groups in the first position.

This will make it easier to see the private and security groups for users who see a lot of groups.

Tested on QA environment(5.0.3-rh9)
Result: Pass
Steps:
1.Create a bug, then try to change this bug's group
==>Could select different groups for this bug in the select list.
==>It will be easy to view the groups info of this bug.
