Alex, atomic will install atomic.conf in /etc/ and not in /etc/containers/registries.d

I haven't shipped the test.yaml file yet, let me know if it's necessary, and I could do another build.

Also, it's not a problem if directories are owned by multiple packages, those directories will continue to exist as long as there's atleast 1 of those installed packages present. For example: 

$ rpm -qf /usr/share/bash-completion/
bash-completion-2.1-6.el7.noarch
glib2-2.46.2-3.el7.x86_64
yum-3.4.3-148.el7.noarch
rpmlint-1.5-4.el7.noarch
skopeo-0.1.14-0.2.dev.el7.x86_64

Let me know if I got that wrong.

Also, we don't test.yaml since default.yaml replaces it, so we should be good to go as far as this bug is concerned.

Alex, please reopen this bug if you think we missed something.
