Rebase python-networking-cisco spec to 3.2.0 to incorporate fixes the following rhbz:

How do you know that 3.2.0 is compatible with neutron/mitaka? And that's it's generally backwards compatible with 3.0.0 that you want to rebase from?

As we discussed, looks like you are correct about this.
The reason I linked 3.2.0 to stable/mitaka is because 3.0.0 is already in our spec for stable/mitaka (for some reason, we do have a stable/mitaka branch in distgit).

I will close this bug and just cherry-pick the fixes for bug 1376081 and bug 1376086
