Description of problem:
Create app, access edit bc page, update Push To, choose Image Stream Tag, choose current namespace, could not choose image stream, and could not set new tag.

Steps to Reproduce:
1.Create app
# curl -k -O https://raw.githubusercontent.com/openshift-qe/v3-testfiles/2dea21af90a0c72dde841866771e5f3701ad00c0/templates/tc476357/application-template-stibuild.json
#oc process -f application-template-stibuild.json | oc create -f -

2.Access edit bc page, update Push To, choose Image Stream Tag, choose current namespace, choose image stream, and set new tag.
3.

Actual results:
2.Could not choose image stream, and could not set new tag. See png attachment.

Expected results:
2.Should be able to choose image stream and set new tag.

Additional info:
If the bc's original push to type is "Image Stream Tag", try to set a new tag, sometimes could not updated successfully. See gif attachment.

Tested against above version, access edit bc page, try to update Push To, choose Image Stream Tag, choose current namespace, choose image stream, and set new tag, then click "Save", it succeeds to update the bc.
The bug has been fixed, so move it to Verified.
