Description of problem:
C&U is always in UTC even though the appliance timezone in the UI has been set.

CF 4.1.1

How reproducible:
Always

Steps to Reproduce:
1. Set timezone
2. View C&U
3.

Actual results:
Timezone does not change in C&U

Expected results:
C&U time profile should use the same timezone setting to be consistent with other time display.

Bug Closure
