Apparently, there are circumstances under which the content manager is
stopped or fails, but there is nothing in place to restart it
automatically.  Given that the content manager is a production system, it
should be monitored and restarted automatically if it is not running.  This
would ensure consistent and continued operation, reduce my frustration, and
reduce the amount of time Web engineering has to spend diagnosing problems
I run across that are ultimately related to a failed content manager
process.
