Description of problem:

By default telemetry components(aodh/ceilometer) ain't installed by default on the undercloud.

This has to be well documented since CloudForms is using events processed by ceilometer.

Also, if telemetry is not installed/configured on undercloud, all the remaining services(nova/neutron/...) have to be configured not to emit notifications, until there is another consumer setup.

Thanks for reporting this BZ. I can confirm that CloudForms uses Ceilometer on both Undercloud and Overcloud.

Are steps to enable Ceilometer manually available already?

Yes, before you run undercloud install set enable_telemetry = true in undercloud.conf.

Checking my backlog and found this bug. The description for "enable_telemetry" should be updated to include the default:

enable_telemetry
    Defines whether to install OpenStack Telemetry (ceilometer, aodh) services in the undercloud. The default value is false, which disables telemetry on the undercloud.

Partially, also I'd like to emphasize the impact if telemetry services are disabled.

Adding Julien cause he can has another pov.

The biggest direct impact for customers is CloudForms not going to work correctly with telemetry disabled. I don't know if we want to talk about CloudForms in OSP documentation?

I imagine the current doc is enough otherwise.
