Description of problem:

Attaching a cloud volume could lead a broken page.


undefined method `vms' for nil:NilClass [cloud_volume/attach]

How reproducible:
100%

Steps to Reproduce:
1. login to CFME UI
2. go to compute --> cloud --> volumes
3. create new volume
4. check the new volume created
5. go to configuration --> attach selected cloud volume to instance


Actual results:

A  broken page:  Unexpected error encountered 
Error text:

undefined method `vms' for nil:NilClass [cloud_volume/attach] 

Expected results:
A menu with volume attachment appear

RHOS7, in case the volume did not finish fire the  action (attach)
After refreshing the cloud volume the webpage eventually appear (the volume in available status)

Ronnie, does the cloud voume have an associated tenant in the manageiq database?  If not, does the problem exist if the cloud volume *does* have an associated tenant?
