Description of problem:
I've completed the upgrade to CF 4.1. The major issue at the moment is performance is not great. Selecting compute -> infra -> VM's takes 20-25 seconds to load.

I think there needs to be some major maintenance on our DB. The table vim_performance_states took 30 mins to backup alone. Please consider this a high priority item. Logs to follow.

- puma changes applied: "threads 1,1"
current potential RCAs:
- no continuous maintenance scripts running; just finished reindexing miq_queue and miq_workers, waiting for feedback on improvement
- 98000 public AWS temaplates: provider is disabled and these need to be cleaned off manually

I've wired up the core of this, and it will become available with https://github.com/ManageIQ/manageiq/pull/11387

98k templates does seem a little big.
