brltty.spec uses %{ocaml_arches} to determine on which arches to enable the ocaml bindings.  aarch64 and ppc64le were missing from this macro when brltty was last built, causing the ocaml bindings not to be built thereon.  

An updated redhat-rpm-config is now available with these arches listed, so all that is needed is an NVR bump to enable these bindings.

    brltty-4.5-15.el7
    brlapi-0.6.0-15.el7
    ocaml-brlapi-0.6.0-15.el7

* patch applied
* ocaml-brlapi was installed with all necessary dependencies
* ocaml script was run in brlapi and I see expected output in braille alphabet (see reproducer in https://bugzilla.redhat.com/show_bug.cgi?id=1393750#c18)
* tested in aarch64 and ppc64le

-> VERIFIED
