Description of problem:
Add 'Disable all filters overriding' under role in hammer CLI and API. Currently this option is only available from UI which disables all filters overriding under role. The option is available for each and role and same is expected in CLI and API as well.

Steps to Reproduce:
1. Attempt to disable overriding of all filters in role from CLI and API.

No such option available in CLI as well as API.

Expected results:
Please add support to do so from API and CLI.
