Description of problem:
EPEL ships hiera-1.3.4-5.el7.noarch.rpm, we ship a lower version of hiera.
So a system registered to a CV containing EPEL will get an unsupported community build of hiera instead of ours.

How reproducible:
Always

Steps to Reproduce:
1. Create a CV with EPEL7 + RHEL7 + Satellite 6.2 Tools
2. Register a system to that CV (with Puppet)
3. Run yum update

Actual results:
hiera gets updated with EPEL's version

Expected results:
hiera comes from Satellite Tools

Additional info:
This can be solved in at least two ways:
* ensure we always ship components like hiera with a higher E-NVR version than what EPEL ships (not convenient?)
* add yum-priorities centralized configuration to Satellite
