Description of problem:

On RHOS7 the update fails from rhel7.2 to rhel7.3 fails on each of the nodes.

I am using the repo: https://code.engineering.redhat.com/gerrit/gitweb?p=rhos-release.git;a=blob;f=repos/rhos-release-rhel-7.3.repo and the yum update fails with the following error:

1.deploy RHOS7
2.update the repolist with the link above
3.perform yum update

Actual results:
failure with CEPH dependencies

update completed

I am using redhat internal repos, there is a similar bug: https://bugzilla.redhat.com/show_bug.cgi?id=1353666
Which has been resolved by subscription manager
