Description of problem:

Section "11.2. Updating Overcloud Images" should be optional in OSP 8/9 official guide, because I don't see we have released any newer minor version image for OSP 8 or OSP 9, we do have released the minor version images for OSP 7 [1], but this doesn't look to be a hard requirement for OSP 8/9 now [2],[3].

AFAIK, for updating overcloud nodes, "11.3. Updating the Overcloud" should be sufficient.

While we may or may not have updated images for 8 and 9, the images *must* be updated if there are new images.  We're not doing minor releases of images, but we do still occasionally ship new images.

We could add some language about "if there isn't a new image, then the rest of this step can be skipped."  I've changed the title of this bug to reflect that.

Not really. This is on my backlog, which I'm attempting to clear out now that OSP11 is out.
