The list of repos here:

Should be updated to include:
rhel-7-server-rhceph-1.3-tools-rpms

I think this is NOTABUG.  The environment where this is seen had radowgw content added to the overcloud via virt-customize.  I suspect that (and deps) is all that is coming from -tools.

Sasha, can you provide a list of what is being pulled from there?

OK, babeltrace ceph-selinux librados2 librbd1 and lttng-tools are all in the other ceph repos too (confirmed looking at the osd repo).

That leaves radosgw-agent which is not installed by default, only through virt-customize, so this is not a product doc bug, but instead a bug for the solution including radosgw.
