system-config-date can't enable ntp, it is greyed out.

this is known(and fixed upstream) bug in system-config-date because it looks for /bin/systemd to confirm that the system uses systemd vs sysv.

What is happening with this bug? It is such a simple fix, what is taking so long? I am honestly disappointed since starting to use RHEL...
