Description of problem:

How reproducible:


Steps to Reproduce:
1. Login in SSUI
2. designer - Rules - Create 
3. create a rule , The row shows down and up arrows that are not functional and do not show any hover text to identify the purpose.

I have changed the code to not show these buttons when they are not applicable. I don't believe we need hover text as long as they are never disabled.

Do you agree or would you still like hover text?

Yes. I was just waiting on QE to agree/disagree with the fix.

Yes , If they always enabled then no need of hover text.
