Description of problem:
Missing translation in japanese and chinese locale for "Red Hat Customer Portal" link

Version-Release number of selected component (if applicable):

How reproducible:
Very

Steps to Reproduce:
1. As Admin, Change the "Default Locale" to Chinese or Japanese and logout
2. Login as Admin, and check for the Redhat Portal link in the help drop down


Actual results:
Missing Translation

Expected results:
should display the link to customer portal appropriately
