Description of problem:
Tool tip displays html code while setting the ownership for multiple vm's which has any option listed within the angle brackets "< >"

How reproducible:
Very

Steps to Reproduce:
1. Manage a Infra or Cloud provider
2. As Admin, Navigate to Compute ==> Infrastructure ==> Virtual Machines or Compute ==> Clouds ==> Instances
3. Select 2 or more vm's or Instances ==> Configuration ==> Set Ownership
4. Check the tool-tip for "<Don't change>", "<No Owner>" for "Select an Owner" or "Select a Group" dropdowns

Actual results:
Displays html code

Expected results:
Should not display html code

Hilda, I am not opposed to backporting and will add flags to trigger that.

Verified in 5.10.0.3. Tooltip doesn't display html code anymore.
