Description of problem:

Creating new cloud volumes stuck in ;creating' state for long time, it requires ~10 minutes and refresh provider to have the state as active.

Version-Release number of selected component (if applicable):
5.7.0

How reproducible:
100%

Steps to Reproduce:
1.login to CFME UI
2. go to cloud -> volumes
3. go to configuration --> create new cloud volume
4. refresh the webpage

Actual results:

The new cloud volume stuck in creating state
In RHOS console the volume has been created

Expected results:

Faster refresh

Solved with targeted refresh in 5.9
