Description of problem:
when running CI it was noticed that the following warnings were showing up

 Error: Could not find dependency Anchor[cinder::install:end] for File[/etc/cinder/shares.conf] at /etc/puppet/modules/cinder/manifests/backend/netapp.pp:241
