An overview of how to use centralized administration to remotely perform actions in other regions must be added.

The following actions are currently planned, and must be documented -

* Provision a virtual machine ad-hoc from Master
* Provision a service from Master
* Perform power operations from Master
* Retire a virtual machine from Master

Assigning to Suyog for review.

Suyog - looks like the main configuration is performed via database replication, so we may just need to add some steps to that. We may need an extra appliance, though, so let me know.
