This command is looking for overcloud-without-mergepy.yaml which has been removed. Updating it to overcloud.yaml wont be enough as the overcloud.yaml is now generated from the jinja2 template.

This is somewhat related to https://bugs.launchpad.net/tripleo/+bug/1614928 - the difference being that this is about a breaking in the existing command and 1614928 is about updating the command to be powered by Mistral and be available to the UI.

Upstream bug as been fixed and the current code is in the current puddle.

According to our records, this should be resolved by python-tripleoclient-5.4.0-3.el7ost.  This build is available now.
