Description of problem:
After the last rebase, the following error prevents the successful installation:

Transaction check error:
  file /usr/bin/check-uuid from install of python-tempest-lib-1.0.0-0.20161003153959.781aec7.el7ost.noarch conflicts with file from package openstack-tempest-1:12.2.1-0.20160927091836.ef2befe.el7ost.noarch
  file /usr/bin/skip-tracker from install of python-tempest-lib-1.0.0-0.20161003153959.781aec7.el7ost.noarch conflicts with file from package openstack-tempest-1:12.2.1-0.20160927091836.ef2befe.el7ost.noarch

This is connected to an unresolved upstream bug for which a workaround was applied in RDO and RHOSP packages:
https://github.com/rdo-packages/tempest-lib-distgit/commit/98d8afcdc2824dca4ead213b2fcd4dd39ff900bd

The workaround is the removal of the two conflicting binaries from tempest-lib and it apparently went away with the last rebase of the RHOSP package. It should be applied again.
