Support for collection of C&U metrics from GCE was added through 
https://github.com/ManageIQ/manageiq/pull/9415

As of 5.7.0.3, Memory metric is not being collected for GCE instances.

2.Enable C&U collection for the provider.

Joe Selman investigated this and found that while the metric is available, it requires a newer version of the monitoring API than is included with fog-google so we cannot retrieve it yet.
