How reproducible:

Steps to Reproduce:
1.Install RHVH-4.0-20161007.0-RHVH-x86_64-dvd1.iso with default ks.
2.Login RHVH, check qemu-kvm-rhev package
  # rpm -qa | grep qemu-kvm


Actual results:
1. After step2, Include qemu-kvm-rhev-2.3.0-31.el7_2.21.x86_64
# rpm -qa | grep qemu-kvm
qemu-kvm-rhev-2.3.0-31.el7_2.21.x86_64


Expected results:
1. After step2, RHVH should include newer qemu-kvm-rhev-2.6.0-27.el7

This appears to be a tagging problem.

qemu-kvm-rhev-2.6.0-27 isn't tagged into any part of the inheritance tree (it's in rhevh-rhel-7.3-candidate). I'll see about fixing the tagging for future builds.

This blocked RHVH 7.3 SVVP testing, qemu-kvm-rhev-2.3.0-31.el7_2.21.x86_64 which was for RHVH 7.2 was built into RHVH 7.3 squashfs image, with this issue, we can not start SVVP testing, so adding testblocker keywords.

Test result:
RHVH include the correct version, so the bug is fixed, change bug status to VERIFIED.
