Description of problem:When clicking on Documentation, All features are accessible to Self Service UI user.

Steps to Reproduce:
1.Navigate to Help "(?)" --> Documentation

Actual results:Unlocking all Features to SSUI user.


Expected results:SSUI user should have restricted access to features.

Cannot reproduce.  When I click on Help -> Documentation I get a 404 page cannot be found.
Also, what does 'Unlocking all Features to SSUI user' look like?  Are all features available in the left hand vertical navigation menus?

Forgot to mension
Steps: 1.Login with SSUI
       2.Navigate to Help --> Documentation.

And all features means all navigation is accessible to SSUI user.
