This bug appears to have been reported against 'rawhide' during the Fedora 26 development cycle.
Changing version to '26'.

I opened a PR that should fix this (it builds fine on Rawhide) and also #1518760 and #1440439:

I need dcmtk as dependency of aeskulap.
