Description of problem:
I would like to see about getting plasma 5.8 to fix multi-monitor problems.  https://bugs.kde.org/show_bug.cgi?id=356225

Steps to Reproduce:
1.Login to KDE

Actual results:
Sometimes the panel is on the left screen, sometimes on the right

Expected results:
Should always be on my right monitor

kde-sig discussed this today, and have currently decided to *not* pursue providing official plasma-5.8 updates for f23.  The main reason being it is too close to this release's end of life to introduce any big changes.

We will be providing updates for fedora 24.

That said, we provide unofficial copr builds if you'd like to try it out,
