Description of problem:

In OSP8 and 9, icmpv6 is supported in security group api to allow icmp traffic on ipv6 network stack.

In OSP7, this feature is not supported yet. Since we can use ipv6 in OSP7, it would be better to backport icmpv6 protocol in security group in OSP7 release.
