Describe the issue: 

abrtd requires the presence of an 'abrt' user

Suggestions for improvement: 

The abrtd daemon requires the abrt user to exist for file system operations in /var/spool/abrt

When the abrt rpm is installed, it creates a user with UID/GID of 173 if that user doesn't already exit from a previous account creation such as from a corporate ID management solution or manually.

Because the abrt does not require a specific UID/GID, the user can be created with the UID/GID of choice.
