Description of problem:as we know absolutely all Power Actions are available from Quadicon menu even if they are not applicable for some particular provider but they also generate flash message that task was started and "Task" message that operation was successfully completed Successfully - this is misleading

How reproducible:always


Steps to Reproduce:
1.add GCE
2.select any gce VM quadicon and click
3.initiate "Shelve Offload" (which is not applicable for GCE)
4.check "Tasks" 

Actual results:Not applicable operation was successfully completed in Tasks log


Expected results:warning message that this operation is not allowed(or hide Power actions that are not operational for some provider or VM state)


Additional info:whether or not it's possible right now? or in future to display only Power actions same as in Details menu ?
