Adding enforcing=0 to boot parameters workarounds the problem. The root cause might be connected to selinux or anaconda. Relabeling filesystem and rebooting puts the system in working state. At grub menu, edited with the option enforcing=0 and booted the system. It works. Can we have ISO with the permanent solution? The problem has been found with lorax build in rhgs-3.1-rhel-7-build. This was upgraded to latest lorax-19.6.78-1.el7 and an ISO spin [1] done, which fixes this problem.
