Description of problem:
https://github.com/redhat-openstack/openshift-on-openstack/blob/master/templates/var/lib/ansible/group_vars/OSv3.yml#L63 shouldn't be hardcode, should be configurable by env file.

Verified with v0.9.3

"openshift_hosted_registry_storage_volume_size" can be set by "registry_volume_size" both in existing and ephemeral Cinder volumes.
